Hazardous waste classification is a critical process for ensuring the safe handling, transportation, treatment, and disposal of dangerous materials. Classification systems vary globally, but most are built on two main approaches: listing specific wastes and identifying hazardous characteristics.

Here is a breakdown of the primary classification systems used worldwide.

1. The US EPA System (Listed & Characteristic Wastes)

The United States Environmental Protection Agency (EPA) defines hazardous waste in the Code of Federal Regulations (40 CFR Part 261). A waste is hazardous if it is a "listed waste" or if it exhibits one or more "characteristic" of hazardous waste. There are currently more than 500 listed wastes.

B. Characteristic Wastes (The "D" List)
A waste is considered hazardous if it exhibits any of these four properties:

  • Ignitability (I): Easily catches fire (e.g., flammable liquids with a flash point below 60°C/140°F, oxidizers).
  • Corrosivity (C): Can corrode materials or living tissue (e.g., strong acids and bases with a pH ≤ 2 or ≥ 12.5).
  • Reactivity (R): Is unstable and can explode or release toxic gases when mixed with water.
  • Toxicity (T): Contains harmful contaminants above regulatory thresholds that can leach into groundwater.

2. The European System (European Waste Catalogue - EWC)

The European Union uses the European Waste Catalogue (EWC), a comprehensive list of waste types. Wastes are classified using a six-digit code and are placed into one of three categories:

  • Absolute Hazardous (AH): Wastes that are considered hazardous without any further assessment (marked with an asterisk).
  • Absolute Non-Hazardous (ANH): Wastes that are definitely not hazardous.
  • Mirror Entries: Wastes that can be either hazardous or non-hazardous depending on the specific concentration of dangerous substances they contain.

If a waste is not on the list, it may still be classified as hazardous if it exhibits one or more of the 15 Hazardous Properties (HP 1 to HP 15), which are similar to the EPA's characteristics but more extensive. Examples include:

  • HP1: Explosive
  • HP2: Oxidising
  • HP3: Flammable
  • HP4: Irritant
  • HP6: Acute Toxicity
  • HP14: Ecotoxic

3. The Basel Convention (International System)

The Basel Convention is the primary international treaty controlling the transboundary movements of hazardous wastes. It provides a global framework for classification, especially for wastes that cross international borders.

The convention uses several annexes to classify wastes:

  • Annex I (Y-List): Lists 45 categories of wastes to be controlled, divided into waste streams (Y1-Y18) and wastes having specific constituents (Y19-Y45).
  • Annex III (H-List): Lists 13 hazardous characteristics (e.g., H1 Explosive, H3 Flammable).
  • Annex VIII (List A): Lists wastes that are presumed to be hazardous.
  • Annex IX (List B): Lists wastes that are presumed not to be hazardous.

  • By Source: Nuclear/radioactive, chemical, and biological wastes.
  • By Type: Infectious waste, pathological waste, sharps, pharmaceuticals, genotoxic waste, and heavy metals.

🗺️ The Hazardous Waste Identification Process

To determine if a waste is hazardous, a systematic process is generally followed:

  1. Is it a solid waste? The material must first be a solid waste (which includes liquids, sludges, and contained gases) under the relevant regulations.
  2. Is it a listed waste? Check if the waste appears on any of the specific lists (e.g., F, K, P, U lists in the US; EWC in Europe).
  3. Does it exhibit a characteristic? If not listed, test or evaluate if the waste exhibits hazardous properties (e.g., ignitability, corrosivity, toxicity).
  4. Is it a mixture? If a hazardous waste is mixed with a non-hazardous waste, the entire mixture may be considered hazardous (the "mixture rule").
